The classic 5-level scale

Grasp the structure of the most common proficiency scale.

A proficiency level answers the question: HOW GOOD is this person at competency X? For the same competency 'Data analysis', a new employee and a department head show it very differently — the scale helps describe that difference.

Two quick questions to assign a level

Independence: needs guidance (1–2), works alone (3), or leads others (4–5)? Complexity: standard situations (1–2), non-standard (3), or unprecedented (4–5)? These two axes are enough to distinguish most levels.
