| Support & rollout | Who implements it, how long it takes, support in which time zone and language |

Three-year total cost, not the first-year licence
The first-year quote is usually low and excludes implementation, customisation, administrator training and the fees that start once user numbers pass a threshold. Ask for a three-year table using your own growth assumptions.
