The 9-box is only valuable when it leads to DIFFERENT ACTIONS for different groups — not to rank and shelve.
Development strategy by zone
| Zone | Strategy |
|---|---|
| Star (high–high) | Priority retention, stretch assignments, mentor/sponsor, add to the succession pipeline |
| High potential – rising performance | Accelerate development, give challenges with a safety net |
| High performer – medium potential (expert) | Recognize, develop deep expertise, retain — don't force into management |
| Core | Develop steadily, keep motivated, don't neglect the organization's backbone |
| Risk (low–low) | A time-bound improvement plan; if not met, reassign humanely |
