When one side requests collective bargaining, the other may not refuse. The two sides must agree when bargaining will begin, and the law sets a maximum period from receipt of the request.
During bargaining the employer must disclose information on business performance when the employee side asks for it, except for matters that are business or technology secrets.
Refusing to bargain is a prohibited act
Not responding, drawing things out indefinitely or setting preconditions to avoid the table all count as refusal. The correct move when you are not ready is to agree a specific date, in writing.
