Three causes, three responses

Do not use one approach for all three.

Using the wrong response for the actual cause is why most improvement plans fail.

Diagnose first, intervene second

The fastest distinguishing question: 'if next month's pay depended on this, could they do it?' If yes, it is motivation. If no, it is capability or conditions.
