Five steps from draft to effect

Hold the sequence and skip nothing.

Skipping step 2 or step 4 leaves the rules without effect.

The consultation step is often done for form's sake. Keep the evidence: the request for comments, meeting minutes, the responses received, and how the employer adopted or answered them. This is what the authority will ask for.

The registration file goes to the specialised labour body under the provincial People's Committee where the business is registered, within ten days of issuing the rules.

The registration file contains

  1. A written request to register the internal labour rules
  2. The internal labour rules themselves
  3. The comments of the grassroots employee representative organisation, where one exists
  4. Any other employer documents containing provisions on discipline and material liability
